Find another pastor from another city and be accountability partners. Share your heart and listen to his heart.

One thing that comes to mind as I live in a small town is if one only has a few members then spend time getting involved in the community perhaps go door to door and simply invite people to visit your service. Seeing the pastor in person at someones door shows the commitment. Why one can not always do that as things grow it is a great grounding start and will some day show you the humbling beginnings that we all need to focus on.

Sounds like you might need a second job Pastor. Pastoring 40 people can get boring and tedious, especially if you're 'caught up' with pastoring for the moment.
